BEIJING, Feb. 15 (Xinhua) -- North China's severe drought is still threatening 104 million mu (6.9 million hectares) of farmland in north China, the Office of State Flood Control and Drought Relief Headquarters said Sunday.
The drought-affected farmland dropped only 6.41 million mu, compared to a day earlier, although the country is going all out to fight the worst drought in decades, including artificial rain.
Among the total affected farmland, 30.33 million mu was seriously threatened by the drought, though 940,000 mu less than a day earlier, and 4.21 million mu had dried out, according to the office.
In the meantime, 4.68 million people and 2.5 million heads of livestock are still facing water shortage.
About 88.42 million mu of winter wheat crops are suffering from the drought, 5.88 million mu less than a day earlier, in provinces of Hebei, Shanxi, Jiangsu, Anhui, Henan, Shandong, Shaanxi, and Gansu.
The respite was limited as there was no effective rainfall in the drought-hit winter wheat growing provinces Saturday, although 5.11 million mu of wheat farmland was watered by irrigation facilities.

BEIJING, Feb. 15 (Xinhua) -- China will launch a graduate trainee program for one million unemployed college graduates in three years, according to a circular issued by the general office of the State Council on Sunday.
The program did not suggest a fixed length or pay scale of the training, but the circular demanded local governments and organizations which provided training to offer basic living subsidies to the trainees.
The government would build training bases for the program with responsible employers, and employers are encouraged to recruit graduate trainees, said the circular.
Besides the trainee program, the government would also enhance technical training for graduates from vocational schools with a "double certificates" program.
According to the program, schools would help the students get vocational qualification certificates when they leave school, in addition to their graduate certificates.

China Says 'Deeply Concerned' over Trade Protectionism
China's Ministry of Commerce (MOC) voiced concern Monday about trade protectionism, amid fears that such action would aggravate the economic downturn.MOC spokesman Yao Jian told a press conference China was "deeply concerned" over protectionism in some countries, which he didn't identify. "China is against any form of protectionism, and we propose cooperation and negotiation to solve all international trade issues," Yao said.The United States Congress last week approved a 787-billion-U.S.-dollar stimulus plan that contains "Buy American" provisions, which limit the purchase of foreign iron, steel and manufactured goods for stimulus-funded infrastructure projects.Yao also said China would give its full support to the World Trade Organization (WTO) to restrain the spread of trade protectionism."The WTO's plan on tracking member countries' stimulus packages and the fulfillment of the measures is a good mechanism to restrain trade protectionism. It may urge member countries to commit to their free trading strategy," he said.
Engine Malfunction Forces Plane into Emergency Landing(1)

No casualties were reported.Local website dahe.cn reported that the flight ZH9852, which had over 160 passengers on board, made an emergency landing only 45 minutes after taking off.A passenger, sat near the left wing of the plane, said he saw grey smoke coming from the engine under the wing when the crew broadcast the malfunction and demanded passengeres on board remain calm before making an emergency landing.An emergency plan was quickly launched with over ten fire engines and ambulances waiting at the Zhengzhou airport.The malfunctioning engine was then shut off and the plane managed a safe landing under guidance from ground.The plane was sent for maintenance after landing. A staff member from Shenzhen Airlines said the cause of the accident was an engine malfunction, but further investigations are needed to get the details.The passengers of the flight were stranded at the airport before other planes were arranged for them to continue their journey.
Grieving Sichuan Parents Celebrate New Life
Hope has been reborn for a southwest China couple who lost their only daughter in the May 12 earthquake.On Saturday, Yang Xia and her husband, Xian Ziwen, became the first bereaved parents in the quake zone to have a second child, nine months after the death of 19-year-old Xian Juan."It's all like a dream for me," said Yang, whose is still coming to terms with the loss of her first daughter.The healthy 3.6-kg baby is considered a double blessing as Yang, at 40, was considered to be "high risk" in pregnancy.Xian Juan, a 12th grader, was the only quake victim at Shucheng Middle School, in Chongzhou city, in west Sichuan.The family was one of the more than 8,000 Sichuan families who lost their only child in the earthquake, which left more than 80,000 dead.Yang was informed by a school teacher on the afternoon of May 12 that her daughter was injured and in hospital. Yang found her lying silently on a hospital bed, covered by a piece of white cloth.If she had lived, she might have been studying anthropology, a subject her farmer parents had never heard of, at university.Yang Xia spent a month in grief."We quarreled everyday over almost everything," recalled Xian Ziwen, 46. "I understand that she needed to express her emotions."Sichuan legislators in July exempted families who lost their children in the earthquake from the country's one-child laws.The rule, adopted by the standing committee of the provincial legislature, allowed a family who lost an only child, or in which the child was disabled, or a family with two children who were both disabled in the disaster, to have another child.Since the quake, about 5,000 Sichuan couples had received free fertility treatment, said Wang Zaiyin, director of the provincial Population and Family Planning Commission, on Monday.In devastated Deyang City, 74 percent of parents of child-bearing age who lost their children considered having a child, according to the city's family planning authorities.Yang became pregnant in July and the couple grew closer, said Xian Ziwen, a flour mill worker in Baima village, Jinjiang county.He bought soy milk every day for his wife to boost her strength."My only wish is that the child will avoid misery and suffering," he said.

Tibetan official calls on Buddhist circles to firmly safeguard national, ethnic unity

LHASA, Feb. 16 (Xinhua) -- A high-ranking official in Tibet Monday called on the Buddhist circles in the region to firmly safeguard national unity and ethnic unity.
Losang Gyaltsen, head of the United Front Work Department of the Communist Party of China (CPC) Tibet Regional Committee, made the remarks about a month ahead of the one year anniversary of the March 14 riot in Lhasa, capital of the Tibet Autonomous Region.
"The Buddhist associations at all levels and the religious circles at large should be fully aware of the grave situation in fighting secession, and should always hold high the banner of patriotism," he told the Ninth Regional Congress of the Tibet Branch of the Buddhist Association of China that was opened here Monday.
About 250 living Buddhas and monks from different sects of Tibetan Buddhism attended the congress, which started with a half-hour sutra-reciting ceremony in the morning at the Jokhang Temple, a leading monastery.
During the four-day event, the representatives will deliberate a work report, revise the constitution of the regional Buddhist association and elect new leadership. Only Tibetan language is used at the conference.

LHASA, Feb. 16 (Xinhua) -- A high-ranking official in Tibet Monday called on the Buddhist circles in the region to firmly safeguard national unity and ethnic unity.
Losang Gyaltsen, head of the United Front Work Department of the Communist Party of China (CPC) Tibet Regional Committee, made the remarks about a month ahead of the one year anniversary of the March 14 riot in Lhasa, capital of the Tibet Autonomous Region.
"The Buddhist associations at all levels and the religious circles at large should be fully aware of the grave situation in fighting secession, and should always hold high the banner of patriotism," he told the Ninth Regional Congress of the Tibet Branch of the Buddhist Association of China that was opened here Monday.
About 250 living Buddhas and monks from different sects of Tibetan Buddhism attended the congress, which started with a half-hour sutra-reciting ceremony in the morning at the Jokhang Temple, a leading monastery.
During the four-day event, the representatives will deliberate a work report, revise the constitution of the regional Buddhist association and elect new leadership. Only Tibetan language is used at the conference.

China bans actors impersonators in medical advertisements
BEIJING, Feb. 16 (Xinhua) -- The Chinese government issued a circular Monday, prohibiting actors and celebrities from hosting medical programs on radio and TV after a few actors impersonators were found on advertisements.
In a story published on Feb. 4, The Beijing Times exposed a middle-aged actor who imitated four experts under different names on TV while selling drugs.
The article also mentioned an actress who mimicked patients suffering from lung, liver, kidney and heart problems. She claimed that her diseases were cured after taking drugs mentioned in all the advertisements.
The government said impersonating experts or patients was misleading, so new rules were set to prohibit the behavior, according to the Ministry of Health.
The circular, which was jointly issued by the State Administration of Radio, Film and Television, the State Administration For Industry and Commerce, the Health Ministry, the State Food and Drug Administration and the State Administration of Traditional Chinese Medicine, reiterated other rules for releasing medical and drug advertisements on radio and TV media.
Those advertisements which use experts and patients' images to prove the effects of drugs or medical products should not be broadcast, according to the circular.
Those which contain the content of cure rates, effective rates and hotline interaction between doctors and patients should not be broadcast. Information service programs produced by pharmaceutical companies or medical organizations should not be broadcast, the circular said.
Radio and TV broadcasters were asked to check for those kinds of programs and advertisements and immediately stop broadcasting them. If they did not act swiftly enough, the heads of relevant radio and TV stations would be punished and their names exposed to the public.

TAIPEI, Feb. 16 (Xinhua) -- Taiwan's supervision department Monday opened the archives of political donations to allow the public to check the names of the donors and the sums they have donated to their parties.
The records are open to people aged 20 or older, and they must bring their ID cards and pay 20 New Taiwan dollars (70 U.S. cents).
The archives cover the records of all political donations to candidates in elections from county leaders to leader of Taiwan. But the records do not include the political donations to Taiwan's former leader Chen Shui-bian, which may disappoint some people who want to know about the figures.
According to Taiwan law, anonymous donations must not exceed 10,000 NT dollars, while cash worth 100,000 NT dollars must be donated in the form of a cheque or remittance by bank or post.
Chen and his family are being prosecuted on corruption charges.

BEIJING, Feb. 16 (Xinhua) -- China's Ministry of Commerce (MOC) voiced concern Monday about trade protectionism, amid fears that such action would aggravate the economic downturn.
MOC spokesman Yao Jian told a press conference China was "deeply concerned" over protectionism in some countries, which he didn't identify. "China is against any form of protectionism, and we propose cooperation and negotiation to solve all international trade issues," Yao said.
The United States Congress last week approved a 787-billion-U.S.-dollar stimulus plan that contains "Buy American" provisions, which limit the purchase of foreign iron, steel and manufactured goods for stimulus-funded infrastructure projects.
Yao also said China would give its full support to the World Trade Organization (WTO) to restrain the spread of trade protectionism.
"The WTO's plan on tracking member countries' stimulus packages and the fulfillment of the measures is a good mechanism to restrain trade protectionism. It may urge member countries to commit to their free trading strategy," he said.

(Xinhua/Ju Peng)DAR ES SALAAM, Feb. 16 (Xinhua) -- Chinese President Hu Jintao on Monday called on China and Africa to enhance mutual trust and political, economic and trade ties.China is ready to have closer high-level exchanges with African countries and strengthen strategic dialogue through various consultation mechanisms, Hu said in a key-note speech at a welcoming rally here attended by people from various sectors.China firmly supported the efforts of African countries, the African Union (AU) and other regional organizations to safeguard state sovereignty and independently resolve African issues, Hu said.China will continue to be actively involved in UN peacekeeping operations in Africa and play a constructive role in women, non-governmental groups, media organizations, and academic institutions of the two sides, and enhance human resources operation, he said.The president also pledged to strengthen coordination with Africa in international affairs.China will intensify cooperation with African countries in the United Nations, the World Trade Organization, and other multilateral institutions, and jointly address such global issues as climate change, food security, poverty reduction and development, he said.China appreciates Africa's desire to increase its representation and voice in reforming the global financial system and supports the AU's participation in the upcoming G20 financial summit in April in London.The president also noted that China was ready to enhance coordination with Africa in jointly promoting the development of the Forum on China-Africa Cooperation.China is ready to strengthen institutional building of the forum and bring into full play its role of giving political guidance to the overall China-Africa relations, he said.Speaking highly of the relationship between China and Tanzania, Hu said China-Tanzania relationship has become "a model for both China-Africa and South-South cooperation."In recent years, under the leadership of President Jakaya Mrisho Kikwete, Tanzania has worked hard with "New Zeal, New Vigor, and New Speed" to boost its economy, improve the well-being of its people, maintain political stability and play an important role in African and international affairs, Hu said.China rejoices at the achievements of Tanzania, a country he said is renowned as the "oasis of peace" in Africa.As for the friendship between the two countries, Hu quoted an old Chinese saying: "Nothing can separate people with common goals and ideals, not even mountains and seas."The Chinese government has decided to invite 50 students from Tanzania to visit China within this year as part of the efforts to promote exchanges between the young people of the two countries, Hu said.As for the ongoing global financial storm, Hu called on China and Africa to strengthen solidarity and mutual assistance to jointly tide over the crisis."We know fully well the difficulties we face at home; we are also keenly aware of the difficulties faced by our African friends," Hu said.The president pledged to "earnestly follow through" on the eight measures announced at the Beijing Summit of the Forum on China-Africa Cooperation in 2006, which include massive tariff cuts, debt exemptions, and doubling aid to Africa over a three-year period, among others."It is heartening to see that the implementation of these measures is well under way," said the Chinese president, who paying his second visit to Africa since the landmark China-Africa summit in 2006.China will continue to increase assistance to Africa and cut debts owed by African countries as its ability permits, he said.China will expand trade and investment and strengthen practical cooperation with Africa, he said, noting that two-way trade exceeded 100 billion U.S. dollars last year for the first time.During times of adversity, it is all the more important for China and Africa to support each other, work in concert and tide over the difficulties together, he said.On Sunday, Hu attended the completion ceremony of Tanzania's state stadium and paid tribute to a cemetery for Chinese experts who had worked and died in the country.Tanzania is the fourth leg of Hu's week-long tour, which has taken him to Saudi Arabia, Mali and Senegal. But today, a middle-school girl from Nanjing, east China's Jiangsu province, has almost finished a similar sweater she designed herself, the Modern Express reports.The miraculous sweater, weighing more than ten kilograms, is made up of interlocking stainless-steel rings.A cold steel lover, 16-year-old Li Hairuo started knitting the sweater three years ago, when she read an online post about chain armors widely used by crusaders during the middle ages.However, the post did not offer details on production procedures of such chain armors but only differences between some at different times. Li had to explore the technique herself by reading books on cold steel in middle ages.After spending time experimenting with materials, Li chose a type of stainless-steel which was of the required size and durability.She says the knitting process was painstaking. With no blueprint or guidance, Li had to completely dismantle the rings after finding mistakes. Juggling her time between the sweater and her school work, it took her three years to finish.Li did not replicate traditional chain armors which usually include a waist coat and headgear. She made improvements to her own design. Two specially designed gloves were added that can protect her hands without affecting her finger movement.Chain armors were first used in China during the Period of Southern and Northern Dynasties (420-589 AD), according to a netizen nicknamed 'Empire of Lily', another cold steel lover. She said, the spaces between the rings could block arrow heads and protect against knife attacks.Similar sweaters, which were alleged to be knife-proof, were showed up in Beijing last year at an exhibition of safety production and protection products. These were made of metal rings.

[Photo: icpress.cn]The city government of Nanjing, eastern Jiangsu province, has decided to give away 20 million-yuan-worth of tourism coupons to urban residents in an effort to spur local consumption.This is the fourth Chinese city that has introduced free coupons programs as a means to help spur their local consumptions following Hangzhou of Zhejing province, Chengdu of Sichuan province and Dongguan of Guangdong province.According to Nanjing-based Yangtze Evening Post, each of the 200,000 households in the city will get a 100 yuan worth of coupons, which will be handed out in four months from March to June.The first group of local families were selected as eligible first to get the coupons on Monday through a lottery, through which each household got its own number to pick up the freebies in one of the four upcoming months.The coupons, with face values at 10, 20 and 50 yuan respectively, can be used as travel expenses to 37 designated tourism attractions around the city. Netizens call for extension of anti-porn crackdown
Chinese netizens want to extend an anti-porn campaign to schools and campuses in an effort to protect young people from erotic materials.In a Monday meeting, which was organized by the Beijing Association of Online Media, a non-profit government-sponsored organization, 15 participants, all randomly-selected netizens, urged authorities to incorporate Internet ethics and legal education into school curriculum.An official with the Beijing Internet management office, a local Internet regulator, who attended the meeting and required anonymity, told Xinhua that "authorities will seriously consider the feasibility of those ideas".Participants also hailed China's online campaign against pornography and erotic materials, which was launched in early January by seven government agencies, including the State Council's Information Office and the ministries of Public Security and Culture.Netizen Wei Xing said Internet pornography's influence on young people was twofold: they might be hurt by online criminal activities such as swindling and sexual harassment; pornography and "lewd" materials have gradual and long-term negative impact on their growth.Peng Yong, another netizen, suggested the promotion of positive online activities for young people to ward off the influence of pornography and obscene contents.Public distribution of pornography is illegal in China. Chinese and Mauritian leaders discuss mutual co-op

Pentagon: U.S., China to resume military dialogue
WASHINGTON, Feb. 16 (Xinhua) -- The United States and China will resume an annual military dialogue in late February, the Pentagon said on Monday."On Feb. 27-28, 2009, Deputy Assistant Secretary of Defense David Sedney will hold annual Defense Policy Coordination Talks with the People's Liberation Army (PLA) in Beijing," Pentagon spokesman Bryan Whitman said.Whitman said the talks will focus on military-to-military relationship between the two countries, regional and global security issues, as well as how to expand cooperation between the two militaries.Describing the coming talks as "the first policy dialogue" with the PLA under the Obama administration, Whitman said the talks represent "an opportunity" for the United States to further dialogue with China on areas of shared interest and mutual benefit.Military exchanges between China and the United States have been suspended since October last year when the then Bush administration notified Congress of its plan to sell arms worth about 6.5 billion U.S. dollars to Taiwan, including Patriot III anti-missile system and E-2T airborne early warning aircraft upgrade system.In the Aug. 17 joint communique between China and the United States, the U.S. side is committed to reducing its arms sales to Taiwan in both qualitative and quantitative terms, leading to a final resolution.

ZHENGZHOU, Feb. 17 (Xinhua) -- China kicked off the deployment of its fifth peacekeeping mission to Sudan this week, with 435 officers and soldiers to be sent in four groups, the Jinan Military Command Area said Tuesday.
The first group of 105 peacekeepers Monday departed for the African country from Zhengzhou, capital of central China's Henan Province.
The entire team comprises 435 people from engineering, transportation and medical corps of the Jinan Military Command Area. They will be fully deployed in the Wau region in southwest Sudan by the end of February, replacing the fourth peacekeeping team from China.
During the 8-month mission, their major tasks will be repairing and maintaining traffic and civic facilities, and providing medical services in the region, Wang Encheng, an official with the Jinan Military Command Area, said one month ago when the team began to receive special training in Zhengzhou.
This will be the second mission to Sudan for 72 team members, Wang said.
China first sent peacekeepers to southern Sudan in May 2006 to join the United Nations' peacekeeping efforts in the war-torn region. The fourth group was deployed there in June last year.
The other two peacekeeping missions were conducted in Sudan's Darfur region. In November 2007 and July 2008, China sent a total of 315 engineering corps personnel to join the UN-African Union Mission in Darfur (UNAMID).

The trip, which took Hu to Mali, Senegal, Tanzania and Mauritius from Feb. 12 to 17, has given new impetus to the traditional friendship between China and Africa.

The time-honored friendship between China and Africa can be traced back to as early as the Ming Dynasty (1368-1644), when Chinese navigator Zheng He traveled to the African continent during his seven epic voyages.
In the 1960s, when most African countries launched a wave of independence struggles, late Chinese Premier Zhou Enlai had also visited Africa to express his country's staunch support for its African brothers.
The fates of the Chinese and African peoples are closely interrelated as they share a similar history and similar developmental tasks, and the two sides have carried out various forms of cooperation based on the principles of equality and mutual benefit.

China trade unions aim to aid 10 million migrant workers
BEIJING, Feb. 17 (Xinhua) -- China's trade unions are planning to extend aid to more than 10 million migrant workers this year, according to a telephone conference organized by the All China Federation of Trade Unions (ACFTU) Tuesday.
The effort is meant to ease the plight of more than 20 million migrant workers who have been driven out of employment after the global financial turmoil forced many factories to close in China.
The federation said it aimed to cover about 5 million migrant workers with employment assistance, such as job training and vocational instructions. It would help the other 5 million safeguard their legal rights or offer them living assistance.
The federation also expected to add 5 million migrant workers this year to more than 66 million who have become trade union members by the end of 2008.
The federation used to only organize workers with urban residence permits, but is now giving more attention to recruiting and helping migrants.
Sun Chunlan, the ACFTU deputy chairperson, said trade unions in10 big cities would vouch for migrant workers, on a pilot basis, to secure small loans for migrants.
She said the ACFTU would also work closely with government human resources departments, enterprises, and social groups to organize various job fairs so as to find jobs for migrant workers.

Art is also a channel to promote friendship and cooperation among different countries, according to Wen.
China has 56 ethnic groups and the Dai people mostly live in southwestern Yunnan Province.

China saw 99 high-magnitude earthquakes in 2008
BEIJING, Feb. 17 (Xinhua) -- A total of 99 earthquakes with a magnitude of 5 or higher happened in China in 2008, the China Earthquake Administration reported Thursday on its Web site.
Of all the quakes, 87 occurred on the mainland and 12 happened in sea areas and Taiwan. Quakes between 5-5.9 on the Richter scale numbered 78, quakes between 6-6.9 on the Richter scale numbered 19,7-7.9 numbered 1; and 8-8.9 numbered 1.
The May 12 8.0-magnitude Wenchuan earthquake, which is considered to be the most severe natural disaster in a decade, killed 69,227 people with 373,643 injured and 17,923 missing. It caused an economic loss of 845.1 billion yuan.
Other dangerous quakes also included a 6.6-magnitude earthquake in Damxung county, southwest China's Tibet Autonomous Region. It killed 10 people and injured 54.
The administration pointed out that most quakes occurred in densely populated areas, which has caused great life and property losses.

China, Russia ink agreements to boost energy co-op


BEIJING, Feb. 17 (Xinhua) -- China and Russia on Tuesday signed seven agreements on a package cooperation program for energy resources.The agreements include a pipeline construction project, a long-term crude oil trading deal and a financing scheme between the China Development Bank and the Russia Oil Pipeline Transport Company, according to a source with the Chinese Foreign Ministry.

Chinese president wraps up five-nation trip
PORT LOUIS, Feb. 17 (Xinhua) -- Chinese President Hu Jintao left Mauritius Tuesday, wrapping up his five-nation "journey of friendship and cooperation."The tour, which started on Feb. 10, has also taken him to Saudi Arabia, Mali, Senegal and Tanzania.During his trip, Hu met leaders of the five countries on the further development of friendship and cooperation. The Chinese president and his counterparts agreed to make joint efforts to push bilateral relations to a higher level.China and the five countries signed a series of cooperation documents during Hu's visit.Earlier Tuesday, Hu met with Paul Berenger, leader of the Mauritian Militant Movement party, in a bid to cement bilateral ties.Hu said China-Mauritius relations have been developing in a healthy and steady manner, and this should firstly be attributed to the sound foundation of bilateral ties.Hu praised the friendly policies pursued by main Mauritian parties toward China and their efforts to further improve China-Mauritius relations, saying such steps showcase the fact that friendship toward China is deeply rooted in the hearts of Mauritians and developing relations with China is a consensus shared by both ruling and opposition parties in Mauritius.Hu presented a five-point proposal for advancing China-Mauritius ties during a meeting with Mauritian Prime Minister Navinchandra Ramgoolam also on Tuesday.First, the two countries should maintain the momentum of high-level visits, boost friendly communication between the two governments, legislative bodies, parties and citizens, and reinforce mutual political trust.Second, the two sides should establish closer economic and trade cooperation, give full play to the role of the economic and trade mixed committees of the two countries, regularly exchange opinions on expanding fields of cooperation and promoting the level of cooperation, and make joint efforts to set up an economic and trade cooperation zone.The Chinese government will continue to encourage and support Chinese companies to invest in Mauritius and stands ready to advance bilateral cooperation in infrastructure building.Third, China and Mauritius should reinforce cooperation to deal with the international financial crisis. Chinese military leaders visit Japan
A group of high-ranking Chinese military officials are in Japan to discuss the disputed Diaoyu Islands, the Ministry of National Defense (MND) said yesterday.Ge Zhenfeng, deputy chief of general staff of the People's Liberation Army (PLA), is scheduled to meet Japanese Defense Minister Yasukazu Hamada and heads of staff of Japan's Self Defense Force (SDF) during his five-day stay, an unnamed MND spokesperson said in a statement. He also said Ge would also visit the Ground SDF.The two sides might discuss such issues as the territorial dispute over the Diaoyu Islands and China's military spending, the Kyodo News Agency has reported.The PLA Daily reported high-ranking PLA officials accompanying Ge include the deputy commander of the Beijing military area command, vice-commander of the South China Sea Fleet and vice-president of the PLA National Defense University."We believe the visit will promote relations between the two national defense ministries and boost our mutual trust in defense and security," the MND spokesperson said.Hong Yuan, an international relations expert with the Chinese Academy of Social Sciences, said Ge might reiterate China's stance on the Diaoyu Islands and seek to avoid an escalation of the dispute.Last Tuesday, the Foreign Ministry lodged a protest with the Japanese embassy in Beijing. The protest was in response to Japanese media reports that the island nation's Coast Guard anchored patrol vessels carrying helicopters on Feb 1 in waters off the Diaoyu Islands - five small, non-volcanic islets located between Taiwan and Okinawa.High-level military exchanges between the two nations had been suspended for several years because of former Japanese prime minister Junichiro Koizumi's visits to the Yasukuni Shrine, which honors Japan's war dead, including Class-A war criminals.Exchanges resumed as bilateral relations warmed in autumn 2006 after Koizumi's successor Shinzo Abe's visit to China.Last year, commanders of China's air force and navy visited Japan, while the head of SDF and Japan's deputy defense minister visited China.The MND spokesman also confirmed Beijing and Washington would resume their annual military dialogue next week.He said US Deputy Assistant Secretary of Defense David Sedney would visit Beijing from Feb 26 to 28 for the annual Defense Policy Coordination Talks.(From Chinadaily)
Snow brings flight delays, road blockades in Beijing(1)


BEIJING, Feb. 18 (Xinhua) -- The first snow this year began to fall on China's capital city Beijing in the wee hours of Tuesday, bringing with it joy to the city that had endured a long dry period, but also flight delays and traffic troubles.
As of 11 a.m. Wednesday, more than 150 inbound and two outbound flights in the Beijing Capital International Airport were delayed due to the snow, according to the North Regional Administration (NRA) of the Civil Aviation Administration of China (CAAC).

But NRA officials said those flights were expected to resume later Wednesday afternoon as the airport worked to remove the snow.
The snow also caused blockades to some roads in the eastern Tongzhou District of the city, and to highways such as Beijing-Tianjin-Tanggu Highway, Beijing-Tianjin Second Highway, and Beijing-Shenyan Highway, according to local traffic authorities.
The slippery ice-paved road also led to fender benders, causing traffic congestions along the fifth eastern ring road of the city.
Latest weather forecasts from the country's National Meteorological Center show the city's temperature is unlikely to rise within the week. The eastern part of the country is also expected to receive more heavy snow and rain.
